This paper presents the development of an HPE optical modem utilizing multi-channel time-to-digital and digital-to-time converters. Designed for deep-space pulse-position modulation, the modem replaces off-the-shelf components with high-precision custom timing hardware to improve power efficiency. This development pathway targets TRL5 compliance, providing a flexible ground-segment standard for future high-rate free-space optical links.
